L. Cary Whaley

Cary Whaley is first vice president of payments and technology policy for the Independent Community Bankers of America® (ICBA). He represents the interests of nearly 6,000 community banks of all sizes and charter types through effective advocacy in rule-making and regulatory issues. Whaley also serves as facilitator and staff liaison for ICBA’s Bank Operations and Payments Committee that identifies and addresses issues related to the online delivery of financial services and payments.

Whaley is a frequent industry speaker and serves on the advisory board of the Philadelphia Federal Reserve’s Consumer Finance Institute, NACHA’s Government Relations Advisory, the Payments Innovation Alliance, The ClearingHouse’s Real-Time Payments Advisory Group and the Federal Reserve’s Faster Payments Task Force and its related work groups.

Before joining ICBA in 2004, Whaley directed the Council for Electronic Billing and Payment at NACHA and has managed payment operations at The Fauquier Bank, in Warrenton, Virginia. He received a BA in history from Covenant College and is an Accredited ACH Professional (AAP).
